EPR - Waste Tyre

Since 2022, India has mandated EPR for tyre manufacturers and importers under the Hazardous Waste rules. Producers must register on the CPCB’s Waste Tyre EPR Portal, meet annual recycling targets, and purchase EPR certificates issued by registered recyclers or retrading certificates via retreaders.

Who Needs EPR Registration?

  • Producers / Importers / Sellers of new tyres, including OEMs, must register as Producers.
  • Recyclers / Retreaders must register to issue EPR Certificates based on tyre recovery or retreading volumes.

Documents Required

For Producers / Importers:

  • Company PAN, GST, CIN, IEC (if applicable)
  • Geo-tagged evidence for EPR compliance
  • Signed Covering Letter, Undertaking (portal template provided)
  • Tyre composition and plant-wise manufacturing/import data since FY 2019–20
  • Cover letter, affidavit of data authenticity
  • Annual recycling/retreading strategy plan

For Recyclers / Retreaders:

  • Plant layout including area, machinery, and recovery technology
  • Monthly tyre processing & product generation data
  • Environmental safeguard measures
  • Audited sales records linked to portal transactions

Registration Procedure

For Producers / Importers:

  1. Sign up and create your user account on eprtyres.cpcb.gov.in.
  2. Upload forms and documents per stakeholder type (Producer as well as Recycler or Retreader).
  3. Submit within 30 days of account creation, or the portal account is deactivated.
  4. CPCB reviews and issues the registration number within 15 days after complete submission.

70% in FY 23–24,
100% from FY 24–25 onward, producers must meet targets by purchasing EPR or Retreading Certificates.

EPR Certificates

Generated by recyclers or retreaders proportionate to tyre volumes processed, each valid for one year. Producers must buy matching certificates to meet EPR obligations.

Returns & Reporting

Quarterly and annual returns must be filed on the portal. Deadlines may be extended by the CPCB (e.g., due by 15 August 2025 for FY 2024–25).

Non-Compliance Risk

Failure to meet EPR compliance or false data may lead to environmental compensation, suspension of registration, or legal action under the Environmental Protection Act.
Producers failing to meet targets may be blacklisted from government tenders and public procurement.
