EPR - E-Waste

Under the E‑Waste (Management) Rules, 2022 (effective April 1, 2023), the extended producer responsibility (EPR) regime mandates that all stakeholders in the e-waste lifecycle, including Producers, Manufacturers, Importers, Recyclers, and Refurbishers, register on the CPCB EPR Portal and fulfil assigned recycling targets.

EPR aims to reduce environmental harm from e-waste, promote circular economy practices, and reduce dependence on informal recycling sectors.

Who Needs EPR Registration?

  • Producers / Manufacturers / Importers must register via Form 1A.
  • Recyclers must register and comply with Form 2, demonstrating technical capacity and material recovery.
  • Refurbishers must register via Form 3, with product testing and reporting obligations.

Key Documents Required

  • Company PAN, GST, CIN, IEC details
  • Geo-tagged evidence for EPR compliance
  • Board resolution or notarised authority letter
  • Completed Form 1A / 2 / 3, depending on role
  • SKU / BOE data with EEE volumes
  • EPR plan outlining collection/recycling strategy
  • Agreements with CPCB‑registered recyclers/refurbishers
  • Digital manifest traceability reports
  • Recovery efficiency documentation for recyclers/refurbishers

Registration Procedure

  • Portal Registration on CPCB E‑Waste Portal for your stakeholder category
  • Application Submission with necessary documentation
  • CPCB reviews within ~25 working days; requests clarification if needed
  • Registration Number issued post-verification
  • Recyclers/refurbishers generate EPR/refurbishment certificates
  • Producers acquire certificates or collect e‑waste directly to meet targets
  • Form 4 (Producer) and Form 5 (Recycler/Refurbisher) returns are submitted quarterly/annually via the portal
