EPR - Used Oil

The CPCB has introduced mandatory EPR requirements for Base Oil/Lubricating Oil Producers, Used Oil Importers, Recyclers, and Collection Agents under the Hazardous Waste Rules, effective April 1, 2024.

Stakeholders must register on the designated portal (eprusedoil.cpcb.gov.in) and meet recycling targets set by CPCB by purchasing EPR certificates verified through registered recyclers. Bulk consumers are exempt from registration but must channel oil only via registered entities.

Who Needs EPR Registration?

  • Producers / Importers: EPR registration on CPCB portal
  • Collection Agents: Registered collection and supply to recyclers
  • Recyclers: Certified recycling facility, issuance of EPR certificates
  • Importers: Register and meet 100% recycling liability via CPCB scheme

Documents Required

  • Company registration documents (PAN, GST, CIN, IEC)
  • Geo-tagged evidence for EPR compliance
  • Form submission per stakeholder (Producer, Recycler, Importer, Collection Agent)
  • Used oil generation/import data (volume, quantity)
  • EPR plan detailing collection, recycling, and awareness
  • GST/IEC/PAN certificates and authorised signatory Identity proof
  • Licence proof (Consent to Operate, if applicable)
  • Facility details for recyclers (methods, capacities, storage)
  • Digital manifest/reporting infrastructure integrated via the portal

Registration Procedure

Account Setup

Register on the CPCB Used Oil EPR Portal (eprusedoil.cpcb.gov.in).

Form Submission

Submit the required form and documents based on the stakeholder's role.

Fee Payment

Tiered registration fee based on volume (₹25K–₹10L approx.).

Portal Review

CPCB processes within 15–21 working days; may request clarifications.

Approval & Certificate

Upon verification, CPCB issues a digital EPR authorisation.

EPR Certificate System

Registered recyclers generate certificates; producers purchase to meet targets.

Additional Information

  • Producers must fulfil EPR targets by purchasing certified credits from recyclers; carryover capped at 10% above current year liability.
  • EPR Certificates are valid for 2 years.
  • CPCB allows up to 60% incremental recycling liability for importers of used oil imported in prior years.
  • EPR certificates have a validity of 2 years; they are not transferable between producers/importers.
  • Failure to meet targets or submitting false data may attract environmental compensation, registration suspension, or prosecution under the EPA, 1986.
